The two governments hereby agree, therefore, to implement the following terms so that the qualifications, skills and work experience of construction workers and contractors in both provinces will be recognized by the competent authorities and responsible bodies in both Ontario and Quebec. These bodies include: for Ontario, the Ministry of Consumer and Commercial Relations, the Ministry of Education and Training, the Ministry of Labour and other authorized agencies expressly designated for that purpose, and for Quebec, the ministere du Travail, the Commission de la construction du Quebec (CCQ), the Commission due batiment du Quebec (RBQ), the Societe quebecoise de developpement de la main-d’oevre (SQDM), and other authorized agencies expressly designated for that purpose.
