a) This Report covers the period from July 18, 1994 to March 31, 1996…

…from the time the Agreement on Internal Trade was signed by First Ministers in July 1994 until nine months after the Agreement came into force in July 1995. During this time: the operational organization, including the Internal Trade Secretariat, was put in place;  all governments took action to implement the terms of the Agreement; and  work continued on the commitments to extend and consolidate the Agreement.
