Internal Trade Representatives (ITRs) are senior trade officials appointed by each Party to the CFTA. These individuals meet regularly through various committees and working groups to carry out the work of implementing the CFTA.
The Regulatory and Reconciliation Cooperation Table (RCT) has a mandate to reduce barriers to trade, investment, and labour mobility within Canada by leading efforts to:
- identify and reconcile differing regulatory measures between the federal government, provinces, and territories that act as barriers to trade, investment, or labour mobility; and
- lead cooperation efforts in the development of future regulatory measures to:
- avoid regulatory divergence that may impair trade, investment, or labour mobility in Canada;
- facilitate innovation, competition, or growth in emerging industries, technologies, or sectors; and
- seek common processes among Parties to avoid new administrative burdens for enterprises working in multiple jurisdictions in Canada.
As part of its role, Labour Mobility Coordinators communicate with certified workers to help them understand the opportunities afforded by labour mobility, and with regulatory authorities on their application of labour mobility provisions. Labour Mobility Coordinators are responsible for assessing the effectiveness of labour mobility, which includes gathering information on challenges and opportunities faced by various stakeholders as well as any unintended adverse consequences resulting from the implementation of the Chapter.
The CFTA established a Secretariat to act as the administrative and operational support to the Committee on Internal Trade, as well as working groups and other committees under the CFTA. Constituted as the Internal Trade Secretariat Corporation (ITSC), a federally established not-for-profit organization set up in 2026, the ITSC is headed by a Managing Director who reports to the Chair of the Board of Directors and the Board of Directors.
